High Pitched Whining

The oscillator side (1 NTO, 2 PCO) of my oscillator panel seems to be
having a problem. After a brief warmup it emits only a high piched
whine. When I power the other side of the panel only, no problems. The
osc's don't do anything but whine after rec'ing power. Anyone had this
problem and can confer a simple solution that costs little time and
less dollars? I'm sure the standard answer is send it to see it's
family in Wisconsin but I'd like to avoid that if poss.
