They are setup however you want them setup.

On my PSIM, I set them up as 0 to 10V input controls that were 
connected to the normalled (or switched) connection on the input jack. 
That way, with no plug inserted in the jack, each input had a variable 
control over the full range.  I used 100K pots connected to a 10 volt 
reference derived from the +15 volts.

On my CVS, I set them up as input attenuators, and connected the 10 
volt reference to the normalled connection.  These function the same 
way with the added feature of attenuating any input connected to the 
jack.

Not sure which I like better.  The former is less error-prone in some 
applications.  I have found myself trying to debug a CVS program when 
I had forgotten to turn up a control.

For the 10 volt reference, I used an AD581 since I had one.  For the 
CVS, I attenuated and buffered the 10.666 volt reference.  You have to 
be real careful as the 10.666 reference does not like any capacitance 
on the output.  It starts to oscillate.
