I'm not sure how many years its been.

But I am now on my fourth move since then, and I'm moving to Taiwan. 
I've left a permanent address for him (thankfully, I sent it to him
back when he sent confirmations to people)...

I'd love to see those modules.

I personally don't think he meant to just run off with our money. 
I've also sometimes taken a long time to ship things.  I even once had
a major modular manufacturer "lose" a 250 dollar module and say it was
lost in the mail.  Why she didn't use trackable mail I'll never know...  

but what can one do?
