Oh, interesting point :-) it must be soft-wired i guess. The software in the hardware still seems software to me. Adjustable velocity curves are quite common on software sequencers.. this could created randomiced sample starts. I think about high hats and drumloops.. more drumloops :) .. Since i was definately "hardwired" on my Ensoniq (no Atari) i didn't know that feature there.
