Unless there is a bank init tempo set and 'lock btempo' is on, the tempo knob is always active and it's position defines the current tempo. If I made FUNC + the tempo knob do tempo fine tune, I'd then need to implement a pass-thru mode for the coarse tempo so you didn't suddenly jump to a totally different tempo related to the position you had set the fine tempo to.
