MIDI channels are per track. These can either be global for every bank 
(for simplicity) or different for each bank (for versatility). It's a 
User Config option to determine which of these two options.

Remember that a Part is a means of selecting the tracks to play, which 
scale settings are active, which playlists for each track etc.

Does this help?

If you get deeper into the P3 you'll discover an aux event that allows 
you to override the MIDI channel of individual pattern steps but it's 
probably best to get familiar with typical operation before looking at that.
