the 34one is a great solution for the P3 and can be used with anything lacking a tap tempo - as far as slowing down and speeding up it is much more musical than a knob or for example the buttons on Akai MPCs. It really depends on how much code space it would take to implement. The P3 OS space is very nearly full. I've been saying that for a long time, but I must be getting close to the point where there can't be any more optimisation done to find more room. The last features to go in will have to be picked so they are most use. Would it really be that much better than tweaking the tempo knob by ear ? My 1210s don't have tap tempo ;-) An external master clock generator with tap tempo and resyncable MIDI and DIN clock outputs might be a neater solution.
