I'm pretty sure you've got a dead module.
I'd say it was the driver circuitry rather than the PLED matrix itself.
Excessive brightness causes a more rapid reduction of the PLED pixel output,
but I don't think it would be to blame for the failure in this case as teh
fading affects each pixel depending on how long it has been switched on for.

The white on blue modules I've got now look like this -

They do look nice, though still not as nice as PLED, and without the
instantaneous response time.

Unfortunately they don't list a US supplier, but the outline of the module
is a standard type, so you should be able to find something similar.
LCD modules are quite a bit thicker than the PLED module, so you need longer
mounting screws and spacers to fit the mounting posts in a production case.
Earlier PCB sets may also need a little bit of width shaved off the function
key board.
