The best way to reduce the brightness of just that group of LEDs is to cut the PCB track at each LED and add a series resistor into the PCB track to one of the LED legs. Start on a single LED, and try a few different resistor values until you find the brightness level you want, then use that value for the others. Don't waste your time soldering in a set of 8 LEDs, and then deciding they all need changed. You also might like to use a different value for the two different colours, to match their levels better. The extra resistor values will be in the 10s to low 100s of ohms, depending on the particular LEDs you used to populate the board.
