They are not the same, but give similar results. Gate mode 2 lets you set a series of steps to the same note, and tie them together, so that the note plays over multiple steps. The note value is changed on every step. Length 13 makes the note set on a single step hold until the next step that plays a note. Both let you make a note that lasts longer than a single step. The difference is gate mode 2 is really creating a series of the same note, all tied together. The length is freely controllable. Length 13 means you only set the long note number on one step, but you must have another note following it to end the long note.
