Pot 9 is on 4051 input 0, and pot 13 is on input 4, which means there's only 1 bit on the address selection changing between them. Paul M's reported problem & solution would back that up the theory that it could be a dodgy connection on the address pin. Maybe try some contact cleaner on the ribbon cables ? Or swapping the cable plugs around - it is a bus type design, so any pot board can use any connector.
