Yep. It's a bug.
They'll only pass through if they're on channel 1.

It's been there for ages. You guys are sleeping again ;-)
My master keyboard is strictly notes only, so I need to hook up cc 
sending from MidiOx to test this sort of thing.
That's my excuse anyway...

You'll find v3.87 in the files section now.
This version fixes this bug. It also has some other tweaks here and 
there, and adds the 'Bank Init' function.
Bank init is on the same play mode page as 'Bpgm' and 'Btempo'.
Press F1, then F1 and F2 simultaneously to confirm or F3 to cancel.
The current bank, part and pattern data will be wiped clean.
If anyone thinks they might do this by accident, then don't run with 
scissors.
