Well, there are a maximum of 12 banks, and 8 parts in each, so that's only a
total of 96 possible parts - a program change message on a user-defined
control midi channel could handle that.
Hard-coding bank numbers into program changes could be a problem if you
re-order your banks for a gig or something, so maybe parts would be better
selected with program change, and banks by bank select.
I'm open to suggestions.

Banks should be program changes, parts should be a controller I reckon
as should track mutes, knob remote control, aux remote control and...
um, pattern select.
Bank1 should always be selected by pg1, Bank2 pg2 and so on - so not
coded into the sysex data at all. This would not affect the bank
number that is transmitted via the standard "ch9" channel although
dual P3 owners would want to make sure they set their banks' initial
programs correspondingly (personally my banks always send out pg1-12
and I make sure the connected modules have the correct sounds in those
locations).

Sorry, it's Friday afternoon. You know how it is...
