i think for this relatonship you'd need 1 osc and 1 freq shifter..
i can do this w an rs95 + rs240 but not positive how to achieve it otherwise. 

can do the opposite w a divider (1st freq is F and the second is F/3) but a 
shifter does both, up AND down.  

also, i think a freq multiplier will do what you need but you may be limited to 
what waveforms you can use.  like dividers, they often like squarewaves best.
