positive and negative numbers in 14bits (or even 16bits) are the big failing in the BC for hardware synths.

to show you how to do it with less than 14bit numbers.
So the short answer is no.
You can have 2 encoders, one for +ve and the other -ve or you can make a positive number when you turn it one way (probabaly clockwise) and -ve when you turn it the other way.
Neither a particularly good solution.
