You can force the BCR to start in a blank preset by holding EXIT & STORE buttons while powering up the BCR. Now you should be able to get to the Global edit area. 
Before you do this you might like to change the preset (<> keys) to a more friendly preset (then again this next preset could have all the the keys locked too.) OR press STORE twice to overwrite this troublesome preset with the Init preset.

Yes this is correct when it is in one of the USB modes
mode U-1 should just have the BCR2000(16) for in and out
mode U-2 should have the BCR2000(16) & BCR2000(16)-A for in and out
mode U-3 should have the BCR2000(16) & BCR2000(16)-A for in and 
                   BCR2000(16) & BCR2000(16)-A & BCR2000(16)-B for out
mode U-4 should just have the BCR200(16) for in and 
                   BCR2000(16) & BCR2000(16)-B for out
