is this a problem on the same encoders with every preset?

If not then it is the preset setting.
Get Mark's editor and dump the troublesome preset and adjust the 'Resolution' of the encoders and send the preset back to the BCR

The 4 numbers in the Resolution are 'how many Midi messages to send per revolution'. So if the problem is the preset then this is likely to have been set with a low number.
The first number is the resolution if you turn it slowly, the last number is the resolution when you turn the encoder quickly and the other two are the resolution for in between speeds.
