In what way? By pressing the "PRESET >" key on the device itself?
If so, I can think of 2 reasons why this might not work:
1. If the preset's "lock" parameter is "on", then the "< PRESET" and "PRESET >" buttons can't be used to switch to other presets. (You can use BC Manager to find out about this parameter, and indeed change it.) However, I don't know why the display would start flashing "1.10" in this case.
2. Some hardware failure, possibly a "sticky" button or so. I find it very strange that "1.10" starts flashing, so my best guess at the moment is that there is indeed something wrong with your BCF at the hardware level.
You may try BC Manager's diagnostics mode to find out if there is a specific button/knob/fader that is faulty: in BC Manager's "BC controls" window, run "Maintenance" -> "Test hardware" from the "MIDI" pull-down menu.

I don't quite understand what you're doing here:
as far as I know, holding down "store" and "learn" while powering on the device leads to bootloader mode ("LOAd" in the display).
See "BC MIDI Implementation.pdf" (at http://mntn-utils.110mb.com/bc2000.html), sections 22 and 23 for all these special key combinations.
As section 22 describes, one thing you might try is hold down "store" and "exit" while switching on the BCF: this should give you a "clean" (temporary) preset, so that should defeat any problems related to the content of your memory preset 4 - if you can't switch presets even then, there really is something wrong at a more fundamental level.
