Strictly speaking, the error message indicates that BC Manager DOES DETECT the BCR's device driver, but just can't OPEN it (which is the second step, so to speak).
WHY it can't open it, is another matter. I can't think of "the" answer right now, so I'll just offer some ideas/suggestions:
The vs. 1.2.1.3 BCR driver can handle multiple clients (i.e. programs like BC Manager) simultaneously, so I suppose the problem can't be that another program has already captured the driver.
When do you get the error message? (Whenever you start up BC Manager?)
Isn't the error message you mentioned followed by a more specific error message?
That might tell you what's wrong more specifically.
If you haven't done so already, you may wish to consult sections 4 and 6 of BC Manager Manual.
Is there some weird loop in your MIDI setup (e.g. via a virtual MIDI port system like MIDI Yoke)?
You might try executing File -> "Restart with default setup" from BC Manager's main menu. That makes BC Manager restart its autodetection procedure from scratch.
You might also try to see how other MIDI programs behave towards your BCR2000 device. If they can't open it either, there is something wrong with your device driver (or, heaven forbid (and unlikely), your BCR2000 itself); if they CAN, the problem somehow lies with BC Manager.
You have the latest version of BC Manager (2.0.3), I presume?
Have you tried to install the BCR2000 device driver twice? (Obviously there should be only one.) Also note that the default driver Windows installs for the BCR2000 ("USB Audio Device") counts as such, so shouldn't be present any more.
Which version of Windows are you using?
