Blinking light on push encoder ... now what?????

Hi everyone (again).... back again with another dumb question.

I am trying to write data to the 8 rotary push encoders.  Specifically, I am trying to make my own layout for Ableton and write a pretty basic map for 16 Ableton midi channels.

I want to use the rotary controllers to adjust the fader level in each Abe channel.  

I set the BCR to learn mode and the Encoder Group buttons were set so that the top left button was lit.

I can get the BCR to learn channels 1 though to 8 without problems.  I now press the next Encoder Group button top right in order to program faders 9-16.

I press learn and rotate the first rotary push encoder but the first LED surrounding the knob lights up and I cant write data.  This happens for all the other rotary encoders and groups too.

I thought that each group ie. 1-8, 9-6 etc were all separate?

now what have I done wrong?

I've spent so much time pressing button and ZERO time writing music... my old 4 track cassette is looking better and better....
