Bc2000 (for the BCF2000 & BCR2000)

I'm doing something wrong and I know it's blindingly obvious but what??

I'm OS Tiger using SysEx Librarian to load a template into my BCR.  
In Midi SetUp, I have the BCR set to its own port.
The BCR is set to U-1
When I send the sysex file to the BCR, it says it is sending but the
lights on the BCR are not going around,which makes me think it is not
receiving anything.  

What step am I missing?
