A scene a snapshot of the faders right and does this product do that?
Can fader positions be memorized as a preset?
If you can meorize fader positions how many cobinations of positions can a preset memorize?
Are the 32 presets presets for diferent software your BCF BCR is interacting with or are they presets that recall scenes or both?

All this is confusing to a newbie like me and I am thinking of getting either a behringer control surface or a novation with the keys and LED strip. 

My goal is to use something to allow me to switch between scenes since I am using multiple amp sims and there is no product on the market that I can find to allow me to switch between playing through one amp sim and another I thought of using a single track per amp sim and then using a fader device to lower the level on tracks I don't want to play through and this way seemlessly switch from using one track to another hence switching from one amp sim to another.

My main daw is sonar and I had thought that using exclusive solo a feature that in sonar allows you to punch a solo button to switch between soloing tracks to act as a way to switch between amp sims since exclusive solo acts to engage a single track while disengaging the previous track so that you are only soling one track and then I could use this as a way to make sonar switch tracks I am hearing.

The preset has a default value for each Fader.
When yo first select the preset (say preset 3) the fader will move to
that value - you can set it up to output all the values when you select
the preset.

Change to preset4 ...
When you return to preset 3 the controls  remember the value they where
before the change to 4.
So if you had changed them they would no longer be the default value and
teh last value would be output.

Turning the BC off and on resets the preset controls  to the default
values.

Yes

1 per preset ie 32 'scenes'

The presets describe..
  the midi message to be output
  the range of values
  the default or starting value
  how the LEDs display
  the rate of Midi message / turn on the encoder
  the motor on/off etc
  the way the buttons function - momentary toggle etc.

You need to give more details. Are you using hardware or software for
the Amp sim?
Are you a guitarist playing through  FX hardware?
Most hardware devices will change preset and alter you amp sim
You could use the foot controller to change presets on your hardware FX
or Sonar

If you can set the solo to respond to a Midi message you could use the
BC to trigger that.
Are you using this for real time performance (ie playing live)?
So let me guess....
You are playing live and take along your laptop.
Feed you guitar in and use an amp sim vst while playing the backing
track.
You can simply get Sonar to change the sim for you by automation.
