BCF Button Programming

Have been using the BCF for a year or so recording with Live 9. I have NEVER been able to successfully programme the two rows of buttons below the encoders. If I press a button on the top row it does send a midi signal to Live but the bottom row do not send any signal, they seem to just act as random indicator lights arming and disarming tracks at random. I might mention that I have NEVER been able to engage any Emulation Modes only the first one bc. I am not a complete loony. I am just unable to map these buttons. I have just reloaded the factory presets. Every other function works flawlessly. If anyone has any ideas I would greatly appreciate the help. thanks
