I want the rings to ignore knob movement, and only response/update from input.
Any ideas?

So I assume you want the encoder to output a value when you turn it and you echo it back to verify you received it by seeing the LEDs change.
The answer is no.
You can have the LEDs on (in different modes) or off.
When they are on they are the current value of the encoder.
Changing the encoder value by turning it changes the LEDs.
You have to change the firmware inside the BCR to decouple the LED ring from the encoder.
Perhaps if you explain what you are trying to do there might be an other way around it.
