The resistor connected to Pin 12 of the 4046 sets the minimum frequency.
Increase its value, or even remove it. Leave pin 12 open if you do remove
it. Increasing the 10n capacitor will also reduce the speed, but it will be
an overall reduction of speed - the top end will suffer.
