So I double checked my wiring (I had wired the normalized connection) however I noticed a gap between the "switch" metal and the "tip" metal in the jack so the connection wasn't being made. I swapped the bad jack out for another and the digital noise is working as its supposed to now.
Once I get my VCO setup I'll try a square wave signal on the clock input, but its probably fine too.
Its a very lovely little device... nice to build and it looks like it will be fun cv source.
