Are there actually any references to "will run on +12 volts" anywhere
on the site? All I could find was "Will run on +/- 12 volts or +/-15
volts" and "Will run on +/- 12 volts. +/-15 volts has not been
tested."
+/-12V means that a module is using both the negative and the positive
voltage rail for power. This is the most common scenario. Generally,
something designed to run on just +12V can be used with a +/- 12 volts
power supply simply by only connecting the positive power rail.

If you look here, you'll see two things:
<http://www.cgs.synth.net/modules/cgs65_vca.html>

1) "All this while running on a *standard synthesizer power supply*,
with no extra heater supply required." which implies a +/-12V supply.
2) If you look at the photo at the top and the schematic, you'll
notice that -VE is connected and actually goes somevhere.

So, all is as it should be.
