My guess is that you have used one of the new breed of super-bright LEDs with a 3 volt drop. This circuit was designed around the old fashioned LEDs that had either a 1.6 volt or 2 volt drop. You could try putting 2 or 3 1N4148 in series instead of the LED. The LED was never meant to be panel mounted, so hopefully you haven't put it on your panel!
