pulse divider, help question

hello,

this is my first post to the cgs group.
I have a cgs pulse divider which I have just completed, but it is not
functioning corredtly.

power is +/- 12 vdc
I have correct Vcc at each chip. clk voltage is seen at the correct
pins too.

the problem is the divid outputs are all high regardless of the clock.
clock is a +5 square wave. oh, the logic and inverts work.
I have 12v at the base of each tranistor .

do I need to tie the rest pin hign or low or ...?

All I want is the divison - not interested in rest function.

any suggestions?

little bio - live in oakland ca, usa have been building and using
modular synths since 82 ... have a serge panel from late 80's and
several salavged serge modules waiting to go in a new panel with cgs
modules...
into eno like music and installation type soundscapes ....drift and
loooong sweeps and drones - interested in senors which environmental
sensors to contrll analog models. worked on film sound and pop music
too. day job is unix sysadmin....
