Gated Comparator. Bad output question

I have a problem with the gated comparator module. The fifth stage
out and led don't work. I tried trouble shooting a couple months ago
with no luck (everything else works fine, so it still gets a lot of
use). Here is a new clue I discovered:

patched into 5th output left one end dangling. If I take the free end
of the cord and touch the tip to a panel ,the 5th LED will light
(regardless of what stage is active). Note that my panels are bare
aluminum.

Any thoughts?

Damaged transistor? Wrong type of transistor? E and C swapped?
