VCO question redux

Okay...so I replaced the TL071 with the TL072 and now I've NO output!
AAARRGH!!! That certainly wasn't the result I was expecting. Checked
solder joints, put the IC in the right way, looked for shorts, etc.
Nothing like a weird failure to get you going in the morning.
