CGS28 LED substitution

Hi all.
Hope this is an easy one.... :-)
I've got some nice blue ultrabright LEDs, with a max voltage
handling of 4V. (most efficient at 3.6V according to the seller....)
I guess I'd need to mod the output buffers of the "gate" 4051 to
accomodate them. Is it as simple as changing the 680/820r
resistors, and what part does the transistor play in getting the
correct current/voltage to the LED?
