CGS75 VCS Euro Format - Rise is not working

I just finished building my VCS last night. Fall works as it should with both the knob and the CV inputs. Rise on the other hand seems to be almost dead. When I look at the output on a scope I can see the rise knob effects the slope but very slightly and not enough to actually do anything. Any suggestions for what to check? So far I've swapped all the chips, checked the solder joints around the 82k, 2k2 resistors and the 4 grouped transistors.
