Not sure where to connect the +VE & -VE from (going to the freq & fine tune pots).
Straight from the +/-15v power header?

If there are no +V or -V pads, yes, that is as good a place as any. Early versions of the board didn't have the extra +V or -V pads, so the rear of the power header was a convenient place to connect them.
