no idea. someone else will need to answer that - I don't have a digikey catalog.

no, those seem to be 100mA. lower voltage regulators.

I'd probably get these.
this one: MC7815CT, digikey# MC7815CTFS-ND
and this: MC7915CT, digikey# MC7915CTFS-ND

or there's also better precision ones: L7915ACV, and L7815ACV

in the digi catalog is to-3 the same as top-3 type heat sink?

why is the bc557's listed twice?

the to-3 seems to be some different shaped heatsink that i've not seen
before. I'd think you should probably get a TO-220 heatsink as this will
fit on your regulators easily. search for that and put in the C/W that
you want. there's a bunch of them.

i dont see bc557 listen online? there are several 1n4004, from different
companies. they are all the same package, voltage, current rating so it
doesn't matter: 1N4004DICT-ND is one of the cheaper ones.
