VC Divider Problem

Morning,
I've got a Voltage Controlled Divider that I'm having some problems with.
Regardless of how I set the offset trimmer, I can't seem to get a
division smaller than around 1:9 or (on a lucky day) 1:8.
Ideas of what might be wrong?
