I would say it depends on what your choices are.   If you could return the Polaris
and get your money back, then buy a different one, I would say that would be a better 
option, as this one has clearly been used as a parts machine.  I agree that probably
there was something else wrong with it before they started removing parts, although 
it may have just been that the panel stopped working.

But maybe you cannot get your money back, or maybe only half of it, due to shipping
costs?  If so, then you may be stuck with the $900 total cost (plus the cap and whatever
other IC's are missing.   Maybe another $10-20)  Of course some of the other CEM chips
that are not missing could be bad.   

$900 is not a horrible price, but you should be able to do better.  The Polaris does not 
get the love that it deserves...
