Thank you for replying. I have answered your questions below. Hopefully my answers reveal something to you. Last night I let my Polaris sit for an hour or so powered up and I got it to tune all voices. I had a great and long night with a functional front panel!

Yes, perfectly.

Everything continues to work. When I press Lower Function - Tune All both LEDs are lit right after I press Tune All and then they both turn off resulting in no sound.

Yes. Not sure if that worked or not or just a coincidence but it did seem to work a handful of times. I usually end up waiting an hour or more before it works. Sometimes it never does.

Yes. Sometimes I'll get four or five voices tuned on the first successful tuning. When I hit Tune All again all six voices tune usually after a few more attempts.
