One may not legally distribute copies or recordings of a song without the copyright owner's permission. The "compulsory license" provision of the copyright law applies--the copyright owner must grant you a "mechanical license" to record the song. (This provision of the law was first intended to break up or prevent monopolies in the piano roll industry. A MIDI file and piano roll seem equivalent to me.) The NMPA site speaks to licensing sites such as this one. They say it's "not difficult." Not difficult--like a barbed wire girdle, in my opinion.
