Like you, I'm another pilgrim, not a lawyer, but here is what I understand:  A
MIDI file of a song is a representation (read "copy" or "recording"--I don't
know which) of that song.  One may not legally distribute copies or recordings
of a song without the copyright owner's permission.  The "compulsory license"
provision of the copyright law applies--the copyright owner must grant you a
"mechanical license" to record the song.  (This provision of the law was first
intended to break up or prevent monopolies in the piano roll industry.  A MIDI
file and piano roll seem equivalent to me.)  The NMPA site speaks to licensing
sites such as this one.  They say it's "not difficult."  Not difficult--like a
barbed wire girdle, in my opinion.
