yes, but I don't know the phatboy specifically, so two things about
knob controller boxes you should make sure are:

1) does it have a MIDI input that it merges with its controller data (so you
can still send note on's to your synth!)  [ critical ]

2) does it allow you to send data on any controller numbers that you want.

i have a phat-boy, but it's cc's are mapped to stuff that wouldn't be that 
fun controling on a sid.....let's jam on that legato switch!!! or crank that 
dctrl high limit up!!!
  but i don't know about the new os for the phat-boy, i have the old 
one(good for softsynths though).

Dan, I'm not sure if I am understanding your question properly, but if you 
are just trying to have control over more than 4 controller messages, by 
using external control change messages, then I would imagine that you could, 
as after all, the spec sheet specifies that the machine will take up to 96 
controller messages. I would also imagine that the machine would only have a 
problem doing this if you were to try and do many changes simultaneously.
Any midi device which can transmit the various control change messages would 
be suitable for this purpose.
