You can verify this by looking at the Emax 2 Memory Uprgade document.
If you have the correct PALs installed, then yes, scrambled megs is all you need (EPR can give you the unlock code).
If you don’t have the correct PALs, then you would not be able to upgrade it.
Although I have been given some PAL binaries (which I can’t program yet) which may enable this in the future….
