The Steinberg Emax editor for the Atari was very good because it was specifically designed for it. Like the Steinberg Avalon it required a dongle (copy protection) in the side of the Atari.
But, like the numerous pirate Cubase versions, Avalon did become freely available and was a lot more powerful, timestretching etc.
For the PC, why don't you try Wavelab or another that has a generic SDS (Sample Dump Standard) Midi interface for instance ?
