I hadn't heard of this issue.

It should do just as you say- check floppy, when not found boot HD.

What version EPROM is in that unit?

The only other things I could think of is:
 if Pin 18 solder connection was broken, as that is the ACK signal.
And on boot I would think if the CPU didn't get an ACK back, then perhaps it wouldn't think there was a drive there�.


or perhaps termination issue.
