When i put the voltimeter across the ic's on the emax board they read 3.2 volts on the pins, on the schematics they declare 5 volts on the pins is this normal or is due to a defective PSU? In the main power connector measures normal 5,12,-12 volts.

If you aren't getting a good ground, or have bad location for ground of multimeter you could be getting an incorrect reading.
