Hi Aaron,
you could use the second pedal on your X-15 ultrafoot,
and programm the controls you need for switch on in one direction and 
switch off in the another direction.
But with the knobs of the x-15 you should be possible to swichting
on or off the effects of any Midi-Divice, the GSP also.
Look into the UserPanel of xp-15  for the controlernumbers of the 
desired knobs and change this numbers to the controlernumbers
of the effects in your GSP. Than you need to store the changes in 
your xp-15.  Thats all.
