Hello. I have the same problem. If I leave th MP4 on for a while the VCO9;s and the portamento works allright. I would like to fix the problem though, so please tele me if it works for you if you try it out.

The TL072 is a standard chip you will get it at any electronics shop
It is located on the VCO board close to Connector CN12
