I don't think it would be the power supply...or grounding...probably the gum stuff doesn't matter that much, unless it's keeping something from shorting out. I think usually the kind of noise you describe is caused by a cold solder joint or a bad semiconductor (chip, transistor, etc.). Try to find what section the noise is coming from, I would think it's coming after the filter...so...check the output amp or something. Anyway I know the feeling of having a noisy synth.
