OK, so let me clarify the question slightly.

What if the maximum speed was what 14 is right now? Is that fast
enough to keep everyone happy? In other words, 15 would become 14, 14
would become 13 and so on all the way down to 1 and 1 becomes twice as
slow as it is now. Is that OK by everyone?

I sure hope so, otherwise my modulators can go no further.
