It sounds like maybe you used pins 6 and 7 instead of 5 and 6, or maybe you used 5 and 6 but managed to short out 6 to 7, or something like that. Pin 7 is the noise generator output. If you are soldering directly to the pins on the chip, it would be easy to accidentally create a solder bridge from 6 to 7.
