If the US has informants in the organization, or top secret electronic 
methods of intercepting messsages, should they (choose one of the 
following) :

A. Reveal everything to Yoonchi and everyone in the world - in that way 
the killers will know to stop using the cell phones or encrypted email or 
whatever, and kill the informants, and then there will be no way to 
collect further information or find the guy. This also allows him to 
conduct and direct further terror missions - such as the recent 
Bio-warfare (Anthrax poisoning) in Florida. But at least Yoonchi can read 
about it in LeMonde.

B. Tell only the heads of state of friendly countries such as the Nato 
countries and to some extent Russia and the Arab countries. In this way, 
they keep their secret methods secret long enough to find the culprit, 
then they can present their evidence in a court of law - just as they did 
with those Libyans who bombed Pan Am flight 103 over Lockerbe. One of the 
assholes got off free as bird because it was a 'fair' trial.
